Notwithstanding any other provision in this Act, Special the Minister may constitute a special committee consisting Committee. of such persons as the Minister may appoint in respect of- (a) any particular educational institution or class of educational institutions; or (b) any educational matter or project, for the purpose of advising him in matters relating thereto, and may in his discretion confer on the committee all or any of the powers conferred on a Committee of Enquiry by section 127.
