(1) Subject to the provisions of this Act, the Minister may establish and maintain the following educational institutions: (a) colleges, other than colleges with the status of. University or University College established or deemed to be established under the Universities and University Colleges Act 1971; (b) special schools; (c) polytechnics; and (d) any other educational institution, the establishment or maintenance of which is not provided for under this Act or the Universities and University Colleges Act 1971; (2) The Minister may give grant-in-aid to an educational institution, not established by him, falling within paragraph (1) (a) Or (1)(b).
