s 58

(1) If the Minister is satisfied that in an educational institution— (a) the governors have been acting or are proposing to act unreasonably with respect to the exercise of any power conferred or the discharge of any duty imposed by or under this Act; or - (b) the governors have failed to discharge any duty imposed upon them by or under this Act, the Minister may- (aa) give such directions in writing as to the exercise t the power or the discharge of the duty ai ppear to him to be expedient, with whick directions it shall be the duty of the governors to comply; or (bb) suspend or dismiss all or any of the governors and, notwithstanding the provisions of any instrument relating to the institution, appoint such person or persons as he may think fit to have and to exercise all the functions of the governors for such period as he may direct. (2) If at any time, for an educational institution, there is no board of governors constituted under this Act the Minister may appoint such person or persons as he may think fit to exercise the functions of governors for the institution for such period as he may direct.
