s 5 Power of Minister to issue special directions
The Minister may, from time to time, give a board of directors, a chief executive or an employee of a private higher educational institution directions, not inconsistent with the provisions of this Act, in relation to matters in respect of which regulations may be made under this Act, and such board of directors, chief executive or employee shall give effect to every such direction.

Kuasa Menteri untuk mengeluarkan arahan khas
Menteri boleh, dari semasa ke semasa, memberikan lembaga pengarah, ketua eksekutif atau pekerja institusi pendidikan tinggi swasta, arahan yang selaras dengan peruntukan Akta ini berhubungan dengan perkara yang berkenaan dengannya peraturan-peraturan boleh dibuat di bawah Akta ini, dan lembaga pengarah, ketua eksekutif atau pekerja berkenaan hendaklah melaksanakan tiap-tiap arahan itu.
