s 8 Registrar General to make recommendations to Minister
The Registrar General shall, on an application having been duly made in accordance with sections 6 and 7, and after being provided with all such information, particulars and documents as he may require under those sections—
(a) take the necessary action to vet the application;
(b) approve the constitution; and
(c) make recommendations to the Minister on whether the approval should be granted or refused and the conditions, if any, to be imposed by the Minister.

Ketua Pendaftar hendaklah membuat syor kepada Menteri
Ketua Pendaftar hendaklah, apabila permohonan dibuat dengan sewajarnya mengikut seksyen 6 dan 7, dan setelah diberikan segala maklumat, butir-butir dan dokumen yang dikehendaki oleh Ketua Pendaftar di bawah seksyen tersebut—
(a) mengambil tindakan yang perlu untuk menyemak permohonan itu;
(b) meluluskan perlembagaan; dan
(c) membuat syor kepada Menteri tentang sama ada kelulusan boleh diberikan atau ditolak dan syarat, jika perlu, yang hendaklah dikenakan oleh Menteri.
