(1) The Board shall consist of the following members who shall be appointed by the Minister:
(a) a President, who shall be appointed from among the registered counsellors;
(b) a representative of the Welfare Department;
(c) a representative of the Ministry of Education;
(d) a representative of the Ministry of Health;
(e) a representative of the Islamic Development Department;
(f) a representative of the Public Services Department;
(g) a representative of the Ministry of Home Affairs;
(h) three representatives of higher educational institutions; and
(i) six registered counsellors.
(2) Notwithstanding subsection (1), the first Board shall be appointed by the Minister for a period not exceeding two years and shall consist of the following members:
(a) the Secretary General of the Ministry responsible for social welfare, as chairman;
(b) nine persons representing professional bodies allied to the counselling profession; and
(c) one person representing higher educational institutions.
(3) The provisions of the First Schedule shall apply to the Board.
(4) The Registrar shall act as Secretary to the Board.
(5) The Minister may, after consulting the Board, amend the First Schedule by order published in the Gazette.

Keanggotaan Lembaga
(1) Lembaga hendaklah terdiri daripada anggota yang berikut yang hendaklah dilantik oleh Menteri:
(a) seorang Presiden, yang hendaklah dilantik daripada kalangan kaunselor berdaftar;
(b) seorang wakil Jabatan Kebajikan Masyarakat;
(c) seorang wakil Kementerian Pendidikan;
(d) seorang wakil Kementerian Kesihatan;
(e) seorang wakil Jabatan Kemajuan Islam;
(f) seorang wakil Jabatan Perkhidmatan Awam;
(g) seorang wakil Kementerian Dalam Negeri;
(h) tiga orang wakil institusi pendidikan tinggi; dan
(i) enam orang kaunselor berdaftar.
(2) Walau apa pun subseksyen (1), Lembaga yang pertama hendaklah dilantik oleh Menteri bagi tempoh tidak melebihi dua tahun dan hendaklah terdiri daripada anggota yang berikut:
(a) Ketua Setiausaha Kementerian yang bertanggungjawab bagi kebajikan masyarakat, sebagai pengerusi;
(b) sembilan orang yang mewakili pertubuhan profesional yang ada hubungan dengan profesion kaunseling; dan
(c) seorang yang mewakili institusi pendidikan tinggi.
(3) Peruntukan Jadual Pertama hendaklah terpakai bagi Lembaga.
(4) Pendaftar hendaklah bertindak sebagai Setiausaha Lembaga.
(5) Menteri boleh, selepas berunding dengan Lembaga, meminda Jadual Pertama melalui perintah yang disiarkan dalam Warta.
