s 39 Expenditure and preparation of estimates
(1) The expenditure of the Council up to such amount as may be authorized by the Prime Minister for any one year shall be defrayed out of the Fund.
(2) Before the beginning of September of each year, the Council shall submit to the Prime Minister an estimate of the expenditure, including the expenditure for development projects, for the following year in such form and containing such particulars as the Prime Minister may direct.
(3) The Prime Minister shall, before the beginning of the following year, notify the Council of the amount authorized for expenditure generally or of the amounts authorized for each description of expenditure.
(4) The Council may at any time submit to the Prime Minister a supplementary estimate of its expenditure for any one year and the Prime Minister may allow the whole or any part of the additional expenditure included in the supplementary estimate.
(5) The Prime Minister may direct the Council to submit a copy of the estimate or supplementary estimate, as the case may be, to such other public authority as may be specified in the direction.

Perbelanjaan dan penyediaan anggaran
(1) Perbelanjaan Majlis setakat apa-apa amaun yang dibenarkan oleh Perdana Menteri bagi mana-mana satu tahun hendaklah dibayar daripada Kumpulan Wang.
(2) Sebelum permulaan bulan September setiap tahun, Majlis hendaklah mengemukakan kepada Perdana Menteri suatu anggaran perbelanjaan, termasuk perbelanjaan bagi projek pembangunan, bagi tahun yang berikutnya dalam apa-apa bentuk dan yang mengandungi apa-apa butir sebagaimana yang diarahkan oleh Perdana Menteri.
(3) Perdana Menteri hendaklah, sebelum permulaan tahun yang berikutnya, memberitahu Majlis amaun yang dibenarkan bagi
perbelanjaan secara amnya atau amaun yang dibenarkan bagi setiap perihalan perbelanjaan.
(4) Majlis boleh pada bila-bila masa mengemukakan kepada Perdana Menteri suatu anggaran tambahan perbelanjaannya bagi mana-mana satu tahun dan Perdana Menteri boleh membenarkan keseluruhan atau mana-mana bahagian daripada perbelanjaan tambahan yang dimasukkan ke dalam anggaran tambahan itu.
(5) Perdana Menteri boleh mengarahkan Majlis supaya mengemukakan satu salinan anggaran atau anggaran tambahan itu, mengikut mana-mana yang berkenaan, kepada mana-mana pihak berkuasa awam yang lain sebagaimana yang dinyatakan dalam arahan itu.
