(1) The Minister shall appoint a Director General and such number of Deputy Director Generals on such terms and conditions as the Minister may determine.
(2) The Board shall vest in the Director General such powers and shall impose upon him such duties as the Board may determine.
(3) The Director General shall be responsible for—
(a) the general conduct, administration and management of the functions, activities and day-to-day affairs of the Board;
(b) the preparation of—
(i) all programmes, schemes, projects and activities;
(ii) an estimate of expenditure for the implementation of the annual programmes; and
(iii) an estimate of income,
for the approval of the Board;
(c) the execution of the annual programmes of the Board; and
(d) the carrying out of the decisions and directions of the Board.
(4) The Director General shall perform such further duties as the Board may direct from time to time.
(5) In discharging his duties, the Director General shall act under the general authority and direction of the Board.
(6) The Deputy Director General shall be subject to the direction and control of the Director General and may perform all the duties of the Director General under this Act.
(7) If the Director General is temporarily absent from Malaysia or is temporarily incapacitated through illness or for any other reason from performing his duties, or if the office of the Director General is for the time being vacant, the Minister may direct any Deputy Director General to attend any meeting of the Board.

Kuasa dan kewajipan Ketua Pengarah
(1) Menteri hendaklah melantik seorang Ketua Pengarah dan apa-apa bilangan Timbalan Ketua Pengarah atas apa-apa terma dan syarat sebagaimana yang ditentukan oleh Menteri.
(2) Lembaga hendaklah meletak hak pada Ketua Pengarah apa-apa kuasa dan hendaklah mengenakan ke atasnya apa-apa kewajipan sebagaimana yang ditentukan oleh Lembaga.
(3) Ketua Pengarah hendaklah bertangggungjawab bagi—
(a) perjalanan, pentadbiran dan pengurusan am fungsi, aktiviti dan hal ehwal harian Lembaga;
(b) penyediaan—
(i) semua program, skim, projek dan aktiviti;
(ii) anggaran perbelanjaan bagi pelaksanaan program tahunan; dan
(iii) anggaran pendapatan,
untuk kelulusan Lembaga;
(c) pelaksanaan program tahunan Lembaga; dan
(d) pelaksanaan keputusan dan arahan Lembaga.
(4) Ketua Pengarah hendaklah melaksanakan apa-apa kewajipan tambahan sebagaimana yang diarahkan oleh Lembaga dari semasa ke semasa.
(5) Dalam menunaikan kewajipannya, Ketua Pengarah hendaklah bertindak di bawah kuasa dan arahan am Lembaga.
(6) Timbalan Ketua Pengarah hendaklah tertakluk kepada arahan dan kawalan Ketua Pengarah dan boleh melaksanakan semua kewajipan Ketua Pengarah di bawah Akta ini.
(7) Jika Ketua Pengarah tidak ada buat sementara waktu di Malaysia atau tidak berupaya buat sementara waktu oleh sebab sakit atau kerana apa-apa sebab lain untuk melaksanakan kewajipannya, atau jika jawatan Ketua Pengarah adalah kosong pada masa itu, Menteri boleh mengarahkan mana-mana Timbalan Ketua Pengarah untuk menghadiri mana-mana mesyuarat Lembaga.
