s 12 Chairman to be principal managing officer
(1) The Chairman shall be the principal managing officer of the Authority and shall be responsible for the preparation of programmes, schemes or projects for the consideration of the Authority, for the issue of policy guidance or of elucidation of decisions of the Authority to the Deputy Chairman and the other officers and servants of the Authority and for the supervision and control over the implementation of such decisions.
(2) All officers and servants of the Authority shall be under the general control of the Chairman.
(3) The Chairman shall perform such other or further duties as the Minister may from time to time determine.

Pengerusi hendaklah menjadi ketua pegawai pengurus
(1) Pengerusi hendaklah menjadi ketua pegawai pengurus Lembaga dan dia hendaklah bertanggungjawab bagi menyediakar program, skim atau projek untuk pertimbangan Lembaga, bagi Keputusan Lem bagndapada Timbalan Pengenusi danpemava dai pekhidmat lain dan bagi menyelia dan mengawal pelaksanaan keputusan itu.
(2) Semua pegawai dan pekhidmat Lembaga hendaklah terletak di bawah kawalan am Pengerusi.
(3) Pengerusi hendaklah melaksanakan apa-apa kewajipan lain atau tambahan sebagaimana yang ditentukan oleh Menteri dari semasa ke semasa. Timbalan Pengerusi hendaklah menjadi pengurus Besar
