s 65 Power to make regulations
(1) The Minister may make such regulations as may be necessary or expedient for—
(a) giving full effect to the provisions of this Act;
(b) carrying out or achieving the objects and purposes of this Act; and
(c) providing for any supplemental, incidental or consequential matters in relation to this Act.
(2) The Minister may, before making such regulations—
(a) publish a notice of his intention to make the proposed regulations;
(b) give at least thirty days from the date of the notice to allow any submission to be made by members of the public in relation to the proposed regulations; and
(c) give due consideration to any submission made.
(3) The regulations made under this section may prescribe for any act or omission in contravention of the regulations to be an offence and may prescribe for penalties of a fine not exceeding one million ringgit or imprisonment for a term not exceeding five years or to both.

Kuasa untuk membuat peraturan-peraturan
(1) Menteri boleh membuat apa-apa peraturan yang perlu atau suai manfaat bagi—
(a) melaksanakan sepenuhnya peruntukan Akta ini;
(b) menjalankan atau mencapai matlamat dan maksud Akta ini; dan
(c) mengadakan peruntukan bagi apa-apa perkara tambahan, sampingan atau berbangkit berhubung dengan Akta ini.
(2) Menteri boleh, sebelum membuat apa-apa peraturan—
(a) menyiarkan suatu notis mengenai niatnya untuk membuat peraturan-peraturan yang dicadangkan itu;
(b) memberikan sekurang-kurangnya tiga puluh hari dari tarikh penyiaran untuk membolehkan apa-apa penghujahan dibuat oleh orang awam berhubung dengan peraturan-peraturan yang dicadangkan itu; dan
(c) memberi pertimbangan yang sewajarnya kepada apa-apa penghujahan yang dibuat.
(3) Peraturan-peraturan yang dibuat di bawah seksyen ini boleh menetapkan apa-apa perbuatan atau peninggalan yang berlanggaran dengan peraturan-peraturan itu menjadi suatu kesalahan dan boleh menetapkan penalti denda tidak melebihi satu juta ringgit atau pemenjaraan bagi tempoh tidak melebihi lima tahun atau kedua-duanya.
