s 12 Procedure at meetings
(1) The Chairman shall preside at all meetings of the Council.
(2) If the Chairman is absent from any meeting of the Council, he may appoint any member of the Council to replace him as the chairman of the meeting.
(3) The quorum of the Council shall be five.
(4) Every member except the Chief Executive Officer shall be entitled to one vote.
(5) Where there is an equality of votes, the Chairman or the member replacing the Chairman referred to in subsection (2) shall have the casting vote.
(6) The Council may regulate its own procedure.

Tatacara mesyuarat
(1) Pengerusi hendaklah mempengerusikan semua mesyuarat Majlis.
(2) Jika Pengerusi tidak hadir pada mana-mana mesyuarat Majlis, dia boleh melantik mana-mana anggota Majlis untuk menggantikannya sebagai pengerusi mesyuarat.
(3) Kuorum Majlis ialah lima orang.
(4) Tiap-tiap anggota kecuali Ketua Pegawai Eksekutif berhak mendapat satu undi.
(5) Jika terdapat bilangan undi yang sama banyak, Pengerusi atau anggota yang menggantikan Pengerusi yang disebut dalam subseksyen (2) hendaklah mempunyai undi pemutus.
(6) Majlis boleh mengawal selia tatacaranya sendiri.
