s 13
(1) Any person who has committed or is reasonably Aetestion. suspected of having committed an offence against this Act may be arrested without warrant by any police officer.
(2) Where a person has been arrested or detained under this Act any police officer, or any other person authorizec by the Minister in that behalf, may take all such steps as may be reasonably necessary for photographing, measuring, finger-printing and otherwise identifying the person.
