s 7 Registration and refusal to register
(1) Upon receipt of an application under section 6, the Registrar shall, subject to the provisions of this section and to such conditions as the Registrar may deem fit to impose, register the local society making the application.
(2) The Registrar may refuse to register a local society ifβ
(a) he is satisfied that such a society is a branch of any society whose registration has been cancelled under paragraph 13(1)(c);
(b) he is not satisfied that such local society has complied with the provisions of this Act and of the regulations made under this Act; or
(c) a dispute exists among the members of such local society as to the persons who are to be the office-bearers or to hold or administer any property of the society until the dispute is decided by a Court or by arbitration or by agreement between the members or otherwise.
(3) The Registrar shall refuse to register a local society ifβ
(a) it appears to him that such local society is unlawful under the provisions of this Act or any other written law or is likely to be used for unlawful purposes or any purpose prejudicial to or incompatible with peace, welfare, security, public order, good order or morality in Malaysia;
(b) the society has been declared by the Minister to be unlawful under section 5;
(c) the Registrar is satisfied that the society does not exist;
(d) the name under which the society is to be registeredβ
(i) appears to the Registrar to mislead or be calculated to mislead members of the public as to the true character or purpose of the society or so nearly resembles the name of such other society as is likely to deceive the members of the public or members of either society;
(ii) is identical to that of any other existing local society; or
(iii) is, in the opinion of the Registrar, undesirable; or
(e) the constitution or rules of the society do not contain provisions for all matters set out in the First Schedule or, if the society is a mutual benefit society, matters set out in the Second Schedule or any other matters which the Registrar may reasonably require.
(4) Where the Registrar has refused to register a local society under this section, the provisions of section 17 shall apply to that local society.
(5) Any society that contravenes any condition imposed on it by the Registrar under subsection (1) commits an offence and shall, on conviction, be liable to a fine not exceeding two thousand ringgit.

Pendaftaran dan penolakan pendaftaran
(1) Apabila sesuatu permohonan di bawah seksyen 6 diterima, Pendaftar hendaklah, tertakluk kepada peruntukan seksyen ini dan apa-apa syarat yang disifatkan oleh Pendaftar patut dikenakan, mendaftarkan pertubuhan tempatan yang membuat permohonan itu.
(2) Pendaftar boleh menolak pendaftaran sesuatu pertubuhan tempatan jikaβ
(a) dia berpuas hati bahawa pertubuhan itu ialah cawangan mana-mana pertubuhan yang pendaftarannya telah dibatalkan di bawah perenggan 13(1)(c);
(b) dia tidak berpuas hati bahawa pertubuhan tempatan itu telah mematuhi peruntukan Akta ini dan peraturan-peraturan yang dibuat di bawah Akta ini; atau
(c) sesuatu pertikaian wujud di kalangan anggota pertubuhan tempatan itu tentang orang yang akan menjadi pemegang jawatan atau yang akan memegang atau mentadbirkan apa-apa harta pertubuhan itu sehingga pertikaian itu diputuskan oleh Mahkamah atau melalui timbang tara atau melalui perjanjian antara anggotanya atau selainnya.
(3) Pendaftar hendaklah menolak pendaftaran sesuatu pertubuhan tempatan jikaβ
(a) didapati oleh Pendaftar bahawa pertubuhan tempatan itu adalah menyalahi undang-undang menurut peruntukan Akta ini atau mana-mana undang-undang bertulis lain atau mungkin digunakan bagi maksud yang menyalahi undang-undang atau bagi apa-apa maksud yang memudaratkan atau bertentangan dengan keamanan, kebajikan, keselamatan, ketenteraman awam, keadaan baik atau kemoralan di Malaysia;
(b) pertubuhan itu telah diisytiharkan oleh Menteri sebagai menyalahi undang-undang di bawah seksyen 5;
(c) Pendaftar berpuas hati bahawa pertubuhan itu tidak wujud;
(d) nama yang dengannya pertubuhan itu hendak didaftarkanβ
(i) didapati oleh Pendaftar akan mengelirukan atau dikira akan mengelirukan orang awam tentang sifat atau maksud pertubuhan itu yang sebenarnya atau hampir menyerupai nama pertubuhan lain sehingga boleh memperdayakan orang awam atau anggota salah satu pertubuhan itu;
(ii) adalah serupa dengan nama mana-mana pertubuhan tempatan lain yang sedia ada; atau
(iii) adalah, pada pendapat Pendaftar, tidak diingini; atau
(e) perlembagaan atau kaedah-kaedah pertubuhan itu tidak mengandungi peruntukan bagi segala perkara yang dinyatakan dalam Jadual Pertama atau, jika pertubuhan itu ialah suatu pertubuhan faedah bersama, perkara yang dinyatakan dalam Jadual Kedua atau apa-apa perkara lain yang semunasabahnya dikehendaki oleh Pendaftar.
(4) Jika Pendaftar telah menolak pendaftaran sesuatu pertubuhan tempatan di bawah seksyen ini, peruntukan seksyen 17 hendaklah terpakai bagi pertubuhan tempatan itu.
(5) Mana-mana pertubuhan yang melanggar mana-mana syarat yang dikenakan ke atasnya oleh Pendaftar di bawah subseksyen (1) melakukan suatu kesalahan dan boleh, apabila disabitkan, didenda tidak melebihi dua ribu ringgit.
