Jurisdictional Immunities of Foreign States Act 2024 s 25
s 25 Procedure at meetings
(1) The Chairman shall preside at all meetings of the Council.
(2) If the Chairman is absent from any meeting of the Council, he may appoint the Deputy Chairman to replace him as the chairman of the meeting or, in the absence of the Deputy Chairman, any other member of the Council, to replace him as the chairman of the meeting.
(3) The quorum of the Council shall be seven including the chairman of the meeting.
(4) Every member of the Council present shall be entitled to one vote and if on a question to be determined by the Council there is an equality of votes, the Chairman shall have a casting vote.

Tatacara mesyuarat
(1) Pengerusi hendaklah mempengerusikan semua mesyuarat Majlis.
(2) Jika Pengerusi tidak hadir pada mana-mana mesyuarat Majlis, dia boleh melantik Timbalan Pengerusi untuk menggantikannya sebagai pengerusi mesyuarat itu atau, dalam ketidakhadiran Timbalan Pengerusi, mana-mana anggota Majlis yang lain, untuk menggantikannya sebagai pengerusi mesyuarat itu.
(3) Kuorum Majlis ialah tujuh termasuk pengerusi mesyuarat.
(4) Tiap-tiap anggota Majlis yang hadir berhak mendapat satu undi dan jika mengenai sesuatu persoalan untuk ditentukan oleh Majlis terdapat bilangan undi yang sama banyak, Pengerusi hendaklah mempunyai undi pemutus.
