SEC. 9. Acts repealed.—Acts Numbered Three thousand nine hundred nine and Three thousand nine hundred ninety-six and such other acts or parts of acts as are in conflict with the provisions hereof are hereby repealed.

SEC. 10. Exemptions.—The conditions and requirements of this Act, and the rules and regulations issued hereunder shall not apply to aircraft and airmen of the armed forces of the United States and Philippine Governments.
