Section 3

SEC. 3. Section three of Commonwealth Act Numbered Two hundred forty is amended to read as follows:

"SECTION 3. All balances of the appropriations made by this Act remaining unexpected on December thirty-first, nineteen hundred and forty, shall revert to the Philippine Coconut Oil Trust Fund and thereafter shall not be available for expenditure except upon appropriation by the National Assembly.

Section 4

SEC. 4. This Act shall take effect upon its approval.
