SECTION 1. Transfer of powers from Bureau of Commerce to Patent Office.—The powers, duties and functions vested in, or performed and exercised by, the Bureau of Commerce in connection with the registration of trademarks, trade-names and other marks are hereby transferred to the Patent Office. The administration of this Act shall devolve upon the Patent Office. All books, records, documents and files of the Bureau of commerce relating to trade-marks, trade-names and other marks, and such personnel of the said Bureau as is now discharging the functions or performing the duties of the Bureau of Commerce in connection with the registration of trademarks, trade-names and other marks together with b corresponding appropriation, are transferred to the Patent Office, and the Budget Commissioner shall make immediate provision for such transfer.
