Preamble
WHEREAS, by Act Numbered Two thousand nine hundred and twenty-two, approved on March 24, 1920, the Philippine Legislature granted a life pension of twelve thousand pesos a year, payable in monthly installments at the of each month, to General Emilio Aguinaldo in recognition of his services to the cause of the Philippine Revolution; WHEREAS, for some reason or another, the said life Pension granted him was stopped effective January first, nineteen hundred and thirty-nine, by the express repeal of Numbered Two thousand nine hundred and twenty Act Numbered Two hundred and eighty-eight; WHEREAS, the Filipino people owe a lasting debt of gratitude to General Aguinaldo for his services to the Philippines the country's Revolutionary leader and as President of the First Philippine Republic; and WHEREAS, his need for a life pension has become urgent due to his old age and his consequential physical inability to engage in any gainful trade or occupation: Now, therefore:
