SEC. 8. The Administrator.— The Administrator of the Co-operatives Administration Office under the Department of Commerce and Industry is hereby charged with the administration of this Act. There shall be one or more assistant administrators for each type of co-operative who shall be appointed by the President of the Philippines with the consent of the Commission on Appointments. Each assistant administrator shall receive an annual compensation which shall be fixed by the President at the time of his appointment. No person shall be appointed Administrator or Assistant Administrator unless he possesses the following qualifications: He must be a holder of at least a bachelor's degree from a university or college recognized by the Government, and He must have at least five years experience in co-operatives, either as an officer of a co-operative or of a government agency engaged in the development of cooperatives.
