Transitory Provisions.

Section 23

SEC. 23. Transitory Provisions. - All the personnel, properties, assets and liabilities of the Presidential Commission on Culture and Arts (PCCA) created by Executive Order No. 118, are hereby transferred to the Commission as its successor-in-interest. Within a period of one (1) year after the first meeting, of the Commission, it shall harmonize the policies of the cultural agencies referred to, but not limited to those enumerated in Section 18 of this Act, with those of the Commission as over-all policy-making and coordinating body, as herein indicated.

Notice or Consent Requirement.

Section 24

SEC. 24. Notice or Consent Requirement. - If any organizational change herein authorized is of such substance or materiality as to prejudice third persons with rights recognized by law or contract such that notice to or consent of said persons or creditors is required to be made or obtained pursuant to any agreement entered into with any of such notice or consent requirement shall be complied with prior to the implementation of such organizational change.

Separability Clause.

Section 25

SEC. 25. Separability Clause. - Any portion or provision of this Act that may be declared unconstitutional shall not have the effect of nullifying other portions or provisions hereof as long as such remaining portions or provisions can still subsist and be given effect in their entirety.

Saving Clause.

Section 26

SEC. 26. Saving Clause. - All laws, rules, regulations, other issuances or parts thereof which are inconsistent with this Act are hereby repealed or modified accordingly. All provisions of Executive Order No. 118 not inconsistent with this Act shall however remain in full force and effect.

Effectivity.

Section 27

SEC. 27. Effectivity. - This Act shall take effect immediately upon its approval. Approved, (Sgd.) NEPTALI A. GONZALES (Sgd.) RAMON V.
