Funding.

Section 11

SEC. 11. Funding. - The amount necessary to carry out the initial implementation of this Act shall be charged against the current year's appropriations of the Philippine Science High School campuses. Thereafter, such sums as may be needed for the continued operation of the Philippine Science High School System shall be included in the annual General Appropriations Act. The amount of Twenty million pesos (P20,000,000.00) is hereby appropriated to be included for the initial year of operation of the System, in addition to the budget of the existing individual campuses.

Implementing Rules and Regulations.

Section 12

SEC. 12. Implementing Rules and Regulations. - The Board of Trustees shall formulate the implementing rules and regulations to carry out the implementation of this Act.

Separability Clause.

Section 13

SEC. 13. Separability Clause. - If, for any reason, any provision of this Act is declared unconstitutional or invalid, the other parts or provisions hereof which are not affected shall continue to be in full force and effect.

Repealing Clause.

Section 14

SEC. 14. Repealing Clause. - All laws, decrees, orders, rules and regulations or portions thereof, inconsistent with this Act are hereby repealed or modified accordingly.

Effectivity.

Section 15

SEC. 15. Effectivity. - This Act shall take effect on the day following its complete publication in at least two (2) newspapers of general circulation. Approved, February 12, 1998.
