SEC. 79. 'Where a revenue derived under the laws of the Philippine Islands accrues in part to the Insular Government and in part to the provincial governments or municipalities, the Auditor may direct, under regulations to be prescribed by him, the proper separation of such funds by the officer whose duty it is to collect the same, and require the portion which accrues to the Insular Government to be deposited in the Insular Treasury and that portion which accrues to the provincial governments and the municipalities of the provinces to be deposited in the proper provincial treasury, except as provided in section eighty, and all provisions of law in conflict with this section are hereby repealed.
