Section 82
SEC. 82. Needful advances from the moneys in the hands of the Treasurer shall be made to the proper officer authorized to disburse the same upon warrants issued in accordance with the provisions of ; this Act. No payment shall be made by the Treasurer from funds subject to appropriation, except upon a warrant issued and signed by the Auditor, and all warrants drawn upon the Treasurer shall be debited upon the books of his office to the moneys in his hands under the particular fund from which payment is to be made.
