SEC. 20. If any appropriation applied for in accordance with section fourteen shall be for the purpose of developing power, the application shall state in addition to the information required by said section, the following: (a) The point of restoration. (b) The amount of power it is proposed to develop, (c) The probable amount of power available at mean low water in the stream from which the water is to be taken between the points of diversion and restoration. Appropriations for power purposes shall be divided into two classes classes, which shall be known as "small developments" and "large developments," according to whether such developments be of less than one hundred horsepower, or of one hundred horsepower or over.
