Section 21

SEC. 21. The applicant for an appropriation for a small development shall be allowed one year from the date of approval of such application by the Secretary of Commerce and Police in which to complete surveys and designs and to begin actual construction, and the construction of such projects must be completed within three years from the date of said approval. The applicant for an appropriation for a large development shall be allowed two years from the date of the approval of such application by the Secretary of Commerce and Police in which to complete surveys and designs and to begin actual construction, and the construction of such projects must be completed within five years from the date of such approval: Provided, however, That the Secretary of Commerce and Police may, for good cause shown, extend the time for the completion of any project or portions thereof for such period as he may deem just and equitable. The failure to comply with the provisions of this section shall render the appropriation null and void, unless such failure shall he due to fortuitous cause or force majeure, in which case the Secretary of Commerce and Police may, in his discretion, extend the time for completion as he may deem necessary.
