SECTION 1. Paragraph (b) of section three of Act Numbered Seventy-four is hereby amended by inserting in the fourth line, after "Archipelago," the words "deputy division superintendents," making the paragraph to read as follows: "(b) He shall appoint, in accordance with Act Numbered Twenty-five, enacted October seventeenth, nineteen hundred, a City Superintendent of Schools for Manila, and division superintendents of schools for other parts of the Archipelago, deputy division superintendents, and the teachers and clerks authorized by law, and shall prescribe the duties of such teachers and clerks."
