Section 7

SEC. 7. Section eleven of Act Numbered Twenty-three hundred and seven is hereby amended to read as follows: "SEC. 11. The Board shall have the power to make needful rules for its government and other proceedings not inconsistent with this Act and shall adopt a common seal; and judicial notice shall be taken of such seal."
