Preamble

Whereas the inhabitants of the Sulu Archipelago, owing to their isolation, have been deprived of adequate medical and social facilities; and Whereas there is urgent need of extending immediate relief to the two hundred thousand or more people of that district; and Whereas the local facilities, agencies, and resources have been unable to cope with the situation: Therefore, By authority of the United States, be it enacted by the Philippine Commission, that:
