SEC. 3. The Secretary of Agriculture and Natural Resources shall submit a detailed report of the disbursements made under this Act to the Philippine Legislature before October thirtieth of each year, unless the funds herein appropriated shall be entirely disbursed, in which case he shall submit a final report of the disbursements made as well as the results obtained.
