SEC. 34. The franchise granted herein shall not take effect unless within a period of four months from the date of obtaining the certificate required in section one of this Act, the grantee shall file with the Secretary of Commerce and Communications, together with said certificate, his written acceptance of this franchise and all the conditions thereof, and of such additional conditions as said Secretary may impose, in the interest of the public service.
