SEC. 3. District Board: member : reports to the Department of the Interior.—Unless otherwise provided by law, all corporative powers of the Metropolitan Water District shall be exercised, its business managed, and its property kept and preserved, by a Board to be composed of the Mayor of the City, who shall be the president of the Board; the president of the Municipal Board of the city of Manila; the governor of the Province of Rizal; the Director of Public Works, and three taxpayers of the district, appointed by the Governor-General by and with the consent of the Senate. The District Board shall render reports to the Secretary of the Interior as provided in sections five hundred and seventy-four to five hundred and seventy-seven, inclusive, of Act Numbered Twenty-seven hundred and eleven.
