Section 3

SEC. 3. In addition to the laws at present existing, the provisions of this chapter shall govern and be observed in the execution of this Appropriation Act, and the classifications of expenses authorized in said Act shall be construed in accordance with said provisions, aside from the ordinary meaning given to such classifications of expenses by the rules established by the Insular Auditor.
