Section 8

SEC. 8. Unless otherwise specified, whenever a specific number of employees is authorized in any item of the Appropriation Act, the sum appropriated in such item shall be understood to be equally divided among the number of positions authorized, and the maximum rate of compensation per annum of each is thereby determined.
