Section 16

SEC. 16. Unless otherwise provided, the net surplus of all appropriations made in the Appropriation Act shall revert to the general funds as of December thirty-first of the year in which such appropriations end, and shall not thereafter be available for expenditure except by subsequent legislative enactment.
