Section 9

SEC. 9. Section seventeen hundred and seventy-eight of the same Act is hereby amended to read as follows: "SEC. 1778. Grading permits.—No person shall engage in grading and baling fibers which have established official standards, unless he shall have previously obtained a permit which shall be issued by the Fiber Standardization Board and signed by the chairman thereof, such permits to be known as 'grading permits.' "
