SEC. 19. Section seventeen hundred and ninety-five of the same Act is hereby amended to read as follows: "SEC. 1795. Inspection fees.—A fee of not more than thirty centavos nor less than ten centavos shall be charged and collected by the Fiber Standardization Board or its authorized agent for each bale inspected and stamped, whether approved or rejected. Such charges shall be paid by the owner of the bale and receipt therefor shall be given him. This fee may be changed at any time by the Fiber Standardization Board: Provided, That the Board shall give general notice in writing of its intention to change the amount of the fee not less than a month nor more than three months previous to the date on which such new fee takes effect."
