Section 16

SEC. 16. Section seventeen hundred and eighty-eight of the same Act is hereby amended to read as follows: "SEC. 1788. General requirement as to grading and certification of fiber.—No fiber within the purview of this law shall be exported from the Philippine Islands in quantity greater than the amount sufficient to make one bale, without being graded, baled, inspected, and certified as in this law provided.
