SEC. 2. The Secretary of Justice, upon recommendation of the Chief of the General Land Registration Office, is pot hereby authorized to appoint the necessary number of temporary employees at salaries not to exceed twelve hundred pesos per annum each, to assist the judges of Courts of First Instance designated to try and decide registration and cadastral cases. Preference in selection for appointment of this new personnel shall be given to law graduates and persons who are rendering or have rendered service in the General Land Registration Office.
