Section 4

SEC. 4. The official title of the head of the Customs Service shall be Collector of Customs for the Philippine Archipelago. In this Act said officer, for the sake of brevity, is designated as the Insular Collector. He shall be appointed by the Civil Governor, with the advice and consent of the United States Philippine Commission, and shall be entitled to receive an annual salary of six thousand dollars, payable monthly.
