SEC. 15. At the ports of Jolo and Zamboanga the respective collectors of customs may from time to time, if the public business requires, designate proper officers from the force under their charge for the performance of such of the duties of a surveyor as said collectors may deem necessary and shall direct, for which service no additional compensation shall be allowed.
