Section 71
SEC. 71. For the purpose of this Act all ports not in the Philippine Archipelago shall he considered as foreign ports and all vessels not documented in the Philippine Archipelago, except vessels belonging to or employed in the service of the Government of the United States, shall be considered as foreign vessels.
