Section 86
SEC. 86. At ports where quarantine is established every vessel, before being permitted to enter, must present to the collector satisfactory evidence either that said vessel had not at any time during a period of thirty days immediately preceding its arrival, touched at or communicated with any foreign port where cholera, bubonic plague, yellow fever, or smallpox was known to exist in an epidemic form; that there had not been at any time during that period any case of contagious disease on board, and that said vessel docs not convey any person or persons, merchandise or animals affected with any infectious or contagious disease; or that the said vessel has been thoroughly cleaned and disinfected by the quarantine officer and is free from infection at the time of entry. The certificate to that effect to the medical officer of the Marine Hospital Service, acting as quarantine officer for the United States at the port, or the certificate of the local quarantine officer where a medical officer of the Marine-Hospital Service is not present, shall be accepted by the collector as satisfactory evidence of the above.
