Section 2

SEC. 2. Section four of the same Act is hereby amended to read as follows: "SEC. 4. Subject to the general executive control and:, supervision of the Secretary of Agriculture and Natural Resources, the Director of Agriculture shall have the expenditures as he may deem necessary for the proper carrying out of the purposes of this Act: Provided, however, That no person appointed under this Act shall receive as compensation more than three thousand and six hundred pesos annually.
