Section 3

SEC. 3. It shall be the duty of the Director of Commerce and Industry to submit annually to the Philippine Legislature through proper channels, an estimate of expenditures necessary to carry out the work specified by this Act; and the inclusion of such estimate of expenditures in the proposed budget for every year is hereby authorized. SEC. 4. This Act shall take effect on January first, nineteen hundred and thirty. Approved, December 5, 1929.
