Section 2

SEC. 2. Any person violating this provision or an accomplice thereto shall be liable to a fine not exceeding two thousand five hundred pesos. The confiscation of the objects in question or the payment of their value to the Treasury of the Philippine Islands shall be at the discretion of the Secretary of Agriculture and Natural Resources: Provided, further, That each application to the Secretary of Agriculture and Natural Resources shall be accompanied by a fee of two pesos.
