SEC. 54. Municipal boards or municipal councils are hereby authorized, subject to the recommendation of the Director of Public Works, to designate certain streets within their municipalities as "through streets", and to place land maintain or cause to be placed and maintain appropriate signs notifying divers of vehicles that such streets have been so designated. The Director of Public Works, with the approval of the Department of Commerce and Communications is also hereby authorized to designate as "through streets" such municipal or city streets as form a part of insular and provincial roads, and to place and maintain or cause to be placed and maintained appropriate signs notifying drivers of vehicles that such streets have been so designated. It is hereby made the duty of every city and municipal secretary to certify to the Director of Public Works the names, locations, and limits of all "through streets" designated as such by the municipal board or council.
