Section 12

SEC. 12. The following persons shall be disqualified from voting: Those who are delinquent in payment of public taxes assessed subsequently to December first, nineteen hundred. Those who shall have been deprived of the right to vote by sentence of a court of competent jurisdiction since August thirteenth, eighteen hundred and ninety-eight. Insane or feeble-minded persons.
