Section 16

SEC. 16. In no ease shall there be elected or appointed to a township office ecclesiastics; soldiers in active service; persons receiving salaries from provincial, departmental, or government funds; those who are delinquent in the payment of public taxes assessed after December first, nineteen hundred; or contractors for public works within, the province.
