SEC. 19. The locomotive used in the working of the line shall be furnished with a bell and with a steam whistle and the bell shall be rung or the whistle sounded at a distance of at least three hundred meters from every place at which the railroad passes any highway and he kept ringing or sounding until the engine has crossed such highway.
