SEC. 21. The grantee company shall regulate the speed of trains running through the streets of towns or on public highways where Hie line, is not fenced in, or where there are no gates or flagmen at crossings of such streets or highways to the velocity which the municipal councils of the respective towns shall decide on. In case the decision seems unreasonable the company may appeal to the Consulting Engineer, whose decision shall be final.
